Baby P’s evil stepfather is denied parole again for refusing to confront his crimes after he was jailed for causing death of tragic 17-month-old. 

Steven Barker has spent 13 years in prison for raping a two-year-old girl and torturing and killing a toddler. 

He has been denied parole four times since 2017 and was rejected every single time after the Parole Board said it was necessary for him to stay in jail. 

The latest panel suggested Barker remained a threat after he refused to take part in ‘offence-focused interventions’ and had not made sufficient progress.

A Parole Board spokesperson said: ‘Protecting the public is our number one priority.’

But he will be eligible for another parole review ‘in due course’.  

Barker is the last of three people who is serving his original sentence after killing 17-month-old Peter Connelly in 2007. 

Mother Tracey Connelly, 39, was let out of prison in 2013 but was thrown behind bars again after reneging on her licence conditions.

The killer mother was freed in July again after a government bid to block her release was thrown out. 

At the time Jason Owen, 48, received a six year jail sentence for allowing the toddler to die but has now been released. 

Known publicly as Baby P, Peter had suffered more than 50 injuries despite being on the at-risk register and receiving 60 visits from social workers, police officers and health professionals over eight months.

Barker was given a minimum of 12 years in prison for the death of Baby P and was given a life sentence for raping a small child.
