Firefighters and medics are already at the site of the crash.
Both pilots are reported to have died in the incident.
This is second jet fighter to have crashed within the last seven days.
On Monday, an SU-34 came down on a block of flats in the southern city of Yeysk shortly after taking off.
Russia’s Interfax news agency said the ensuing fire killed at least 13 and injured 19 people.
RIA said the crash took place during a training flight from a military airfield.
It quoted the Defence Ministry as saying the pilots reported an engine had caught fire on takeoff, and the plane’s fuel had then ignited when it struck the building.
