A NIGHTMARE neighbour accused of inflicting "eight and a half years from hell" has prompted a triumphant street rebellion.
Residents raised the alert after being worn down by incessant cannabis smoking, loud music and shouting in their well-to-do road.
And now council chiefs have used the ongoing abuse to crack down against someone who wanted to expand a two-bedroom home into one where three people could live.
Councillors in Salford, Greater Manchester, rejected the bid to transform the property into an HMO, or house of multiple occupation.
And their ruling came after a campaign led by one neighbour, Alan Phillips, as well as ward councillor Michael Previtt, the Manchester Evening News reported.
Mr Phillips told of an irdeal he and fellow neighbours have had to endure from years from an existing HMO on the same street.

The new application by Scarlett Womersley was for a different property, the MEN said.
But Mr Phillips used the HMO already there as reason to reject, describing the nightly suffering long since inflicted on other people living in the street.
He said: “We have been kept awake from 12midnight until 4am having to listen to the noise from the residents.
“It’s not right that we should have yet another one next door – it’s not acceptable.

“They don’t look after their property, they don’t keep it clean, they won’t talk to you.
"If you put more people in the other house next door there will be havoc.”
Mr Phillips described his Claremont district as "a nice area to live in", but went on: "There are that many people renting there now, paying £400 to £500 to live in a box – it’s dragging the area down.
“People come here and look at the houses and say, ‘How do you put up with all this noise?’
"We’ve had nights when they’ve been smoking cannabis and when you knock on the door, all you get is abuse.
"I think it’s a bit out of order – there’s partying, shouting and screaming and you can hear it through the walls.
“We go to bed at night to get to sleep, not hear them causing chaos.”
The planning panel was also told by Mr Previtt that the rooms' dimensions in the property being discussed did not meet the local authority's standards.
Council officers disagreed, but the authority voted in the end to refuse the application by four votes to two.
Other recent neighbour disputes elsewhere include one person accusing the woman next door of stealing his kitten, allegedly caught in the act on his Ring doorbell.

The prospect of a boozy three-day rave has also prompted complaints, on a quiet street in the North Wales town of Conwy – where there have also been complaints about new-build homes.
Neighbourhood arguments have also broken out about property additions such as swimming pools and privacy fences, as well as local youths and drug gangs.
