The Biden campaign has obtained the domain after learning it was still available, despite Mr Trump having publicly announced the new slogan last year. The website now posts criticism on the Trump administration, including the President’s response to the coronavirus pandemic.
A slogan on the site’s home page reads: “Promises Made, Promises Kept Broken.”
Other slogans include: “Trump isn’t looking for a second term. He’s looking for a do-over”.
Mr Trump had mentioned last year he would use the theme “Keep America Great”.
Speaking of changing his previous slogan “Make America Great Again,” he said: “How do you give up the greatest theme of all time with a new theme?
“If I lose, people are going to say what a mistake that was.
“But we’re not going to lose, so it’s not going to matter.”
But Mr Biden’s move could be a response to a similar plan Mr Trump executed last year.
The President’s team acquired the TodosConBiden.com domain when Mr Biden launched his Latino outreach program, named “Todos Con Biden.”

At the time, a spokesperson for Mr Biden told ABC News that the Trump campaign’s tactics were “childish.”
The spokesperson said: ”It is no surprise that Trump’s campaign would resort to childish antics like this to take attention away from this President’s appalling record of separating families and using immigrants as scapegoats, fomenting hatred and white supremacy, and trying to take away health care from millions of Americans who need it.”
It comes after Mr Biden said Mr Trump of “rooting for more violence” as national unrest over racism and police brutality continues to shake the country.

In his criticism of the President, Mr Biden said: “He views this as a political benefit to him.
“He’s rooting for more violence, not less, and is clear about that.
“And what’s he doing? He’s kept pouring gasoline on the fire.
“This happens to be Donald Trump’s America.”
Mr Biden did, however, insist that he condemned “violence in any form, whether it’s looting or whatever it is”.
He added that he did not rule out a trip to Wisconsin himself.
Of the potential visit, he said: “If I were president, I’d be going.
“If I went, what I’d be doing is trying to pull together the Black community as well as the white community, and sit down and talk, and talk about how we get through this.”
